International Lifeline Fund Holds Advocacy Meeting on EverFlow with District Councilors and LLG Chairpersons (LC III)
Apac District—The International Lifeline Fund (ILF) successfully held an EverFlow Advocacy Meeting with District Councilors and Lower Local Government (LLG) Chairpersons (LC III) to strengthen collaboration on sustainable water access, governance, and climate-resilient development.
The event, held on 17th June, 2025, in the District Council Hall, brought together key local leaders to discuss challenges and solutions in water resource management, service delivery, and community empowerment. The meeting underscored ILF’s commitment to fostering partnerships that drive equitable and lasting change in underserved regions.

· Sustainable Water Solutions: Strategies to expand reliable water access through the EverFlow Initiative, ensuring long-term community resilience.
· Local Governance & Policy Engagement: Strengthening the role of District and LLG leaders in advocating for inclusive water and sanitation policies.
· Community-Led Development: Empowering local stakeholders to lead water management and livelihood programs.
In his remarks, Isaac Okello, speaking on behalf of the ILF Country Director, emphasized the importance of stakeholder ownership and political will in driving the success of the O&M framework.
"The collaboration of local leadership is essential in reinforcing community participation and sustainability. EverFlow is not just a monitoring tool—it’s a catalyst for transparency and better service delivery," he noted.
Okello added that engaging local leaders is critical to ensuring that water solutions are sustainable and community-driven. This meeting reinforces our shared commitment to improving lives through collaboration and innovation.
Tonny Jasper Odongo, the District Vice Chairperson welcomed the initiative and reaffirmed the district’s commitment to adopting model solutions that will help in maintaining water sources. He called upon all district councilors and LC III chairpersons to actively support the rollout of the program in their respective sub-counties.
During the interactive session, participants appreciated the functionality of EverFlow and pledged to support its implementation through budgetary prioritization, awareness campaigns, and community mobilization.
The advocacy meeting marks a significant step toward the full operationalization of the O&M Framework, aligning with the government’s strategic objective of achieving sustainable and equitable access to water for all.

ILF will work with participants to implement actionable recommendations, including policy advocacy and pilot projects under the EverFlow Initiative.
