Ministry of Finance, Planning and Economic Development Disseminates FY 2025/2026 Local Government Grant and Budget Guidelines at Apac District Council Hall

Apac, Uganda – [21.05.2025] – The Ministry of Finance, Planning, and Economic Development (MoFPED) has today conducted a joint dissemination workshop for the Local Government Grant and Budget Guidelines for the Financial Year 2025/2026. The event took place at the Apac District Council Hall and brought together key stakeholders from Apac District and Municipal Council.

The dissemination exercise is part of the government’s continued commitment to ensure transparency, accountability, and effective service delivery by enabling Local Governments to align their planning and budgeting processes with national priorities.

Officiating the event, a senior representative from MoFPED emphasized the planning and budgeting for environmental and safeguard requirements for all development projects and the provision of adequate resources for operation and maintenance (O&M) of existing and new projects in terms of staffing, access to utilities (water & electricity), capitation (UPE, USE) and operational funds.

“The Local Government Grant and Budget Guidelines for FY 2025/2026 offer a critical framework for equitable allocation of resources, improving efficiency in service delivery, and strengthening local government systems,” the official stated.

District leaders, Chief Administrative Officers (CAO), Municipal Town Clerk, District/Municipal Planners, Finance Officers, and all Heads of Department attended the workshop. Participants engaged in detailed discussions on updates in the budget structure, new grant modalities, and key priorities for the upcoming fiscal year, including health, education, agriculture, and infrastructure development.

The ministry encouraged all stakeholders to ensure full compliance with the guidelines and to actively participate in the budget formulation and implementation process. Local governments were also urged to enhance domestic revenue mobilization and prioritize community needs in their plans.

The dissemination of these guidelines marks a crucial step in the national budgeting calendar, empowering district and municipal authorities to align their development priorities with the national agenda and deliver better services to citizens.
