DISTRICT SERVICE COMMISSION INTERNAL ADVERT 01/2014/15.
The Secretary, District Service Commission Apac inform the general staff that,
Applications are invited from suitable and eligible serving officers for the post which exist in the department as specified below:
Applications should be filled in triplicate on PSC Form No 3(2008) and submitted to the Secretary, District Service Commission, P.O. Box 1 Apac to be received not later than 27th February, 2015.
The applications forms are obtainable from the DSC Office, Council Block or you can download from Ministry of Public Service Website at www.publicservice.go.ug
Applications should bear the title of the post and applicants should attach three (3) recent certified passport size photographs.
Applicants should route their applications through their heads of Departments who must be informed of the closing date to avoid delay. Applicants may, however, submit an advance copy of the application to the District Service Commission to enable it start processing them.
The words internal advert MUST be indicated on top of the 1st Page of the application form.
Applicants should attach three sets of certified photocopies of their academic and professional certificates, transcripts; pass slips and Identity Cards from all the Institutions/Schools attended, and any other supporting documents with three recent passport size photographs and any other relevant documents to each of the three applications forms.
Those that will be invited for interviews must come with original academic and professional documents, Identity Cards from all the Institutions/Schools attended.
Only successful candidates will be contacted.
Applicants who shall not hear from the District Service Commission, on completion of the recruitment and selection exercise should consider themselves unsuccessful.
DISTRICT; APAC DISTRICT LOCAL GOVERNMENT: DEPARTMENT: ADMINISTRATION
- Job Title: Human Resource Officer: 1 Vacancy
Salary Scale: U4L
Reports To: Senior Human Resource Officer.
Job Purpose: To participate in Human Resource Management in a Local Government
(i) Carrying out staff welfare management for Local Governments;
(ii) Planning and organizing the manpower resource through recruitment, deployment training, utilization, and discharge as per schedule;
(iii) Monitoring staff performance through staff appraisal exercise to ensure quality service delivery;
(iv) Preparing Human Resource Management work plans, budgets and performance reports as instructed by the supervisor; and
(v) Compiling, reviewing and keeping custody of the staff lists and related personnel records.
- An Honors Bachelors Degree in Social Work and Social Administration (SWSA) or Human Resources Management or Social Sciences (with Personnel/Human Resource Management as an option) or Management Science or Business Administration (Management or Arts (with Personnel/Human Resource Management as an option) from a recognized University.

2. Job Title: Sub-County Chief (Senior Assistant Secretary) 1 Vacancy
Salary Scale: U3
Reports to: Local Council III Chairperson and Chief Administrative Officer
Responsible for: Community Development Officer
Senior Accounts Assistant
Head teachers of primary Schools
(i) Managing the implementation of all District bye-laws and Government policies, projects programmes and lawful directives;
(ii) Carrying out general administration of the Sub-county in conformity with Government regulations and policies, District Ordinances or bye-laws; and Trust Fund or Secretariat by lower Councils;
(iii) Colleting and accounting of Local Government revenue in the sub-county;
(iv) Executing orders and warrants issued by any court of competent jurisdiction;
(v) Assisting in the prevention of crime and maintenance of law, order and security in the sub-county.
(vi) Collecting date and keep records of Council;
(vii) Providing Technical support to the Local Council III in planning, budgeting and implementation of Government programmes ; and
(viii) Supervising and monitoring the implementation of socio-economic development projects.
- An Honors Bachelors Degree in Social Sciences, Development Studies, Social Work and Social Administration or Arts or Business Administration/Business Studies (Management option) or Bachelor of Management Sciences, from a recognized University.
- A certificate in Administrative Officer’s Law from a recognized Institution.

At least three (3) of experience as an administrative officer in a public officer
3. Job Title: Accountant (District) (1 Vacancy)
Salary Scale: U4
Report to: Senior Accountant
Responsible for: Senior Accounts Assistant
To provide financial services to the District council within the approved budget in line with the financial regulations
(i) Certifying all expenditure at the District;
(ii) Annual and monthly financial statement of accounts prepared;
(iii) Preparing the monthly cash flows ;
(iv) Reconciling bank statement with cash books to iron out discrepancies;
(v) Answering Audit queries and inquiries and;
(vi) Supervising and guiding lower staff
Either: An Honors bachelor Degree in either commerce (Accounting option) or Business Administration (Accounting option) or Finance and Accounting from a recognized institution;
OR Full professional qualification in Accountancy such as ACCA, CPA, ACIS, and CPE obtained from a recognized awarding institution/body accredited by ICPAU from a recognized institution;
ü Financial Management;

ü Time Management.
Job Title: Internal Auditor
Salary Scale: U4
Report to: Senior Internal Auditor
Responsible to: Examiner of Accounts
To review, appraise, and report on the utilization of fiscal resources and effectiveness of the internal financial controls.
- Auditing revenue collection for accountability purposes;
- Auditing procurement and payments in line with accounting and financial procedures and regulations;
- Conducting manpower audit
- Reviewing and advising on councils accounting systems
- Monitoring the expenditure of council.
Either an Honors Bachelors degree in Accounting or Auditing from a recognized University
Or full professional qualifications in Accounting or Auditing from a recognized institution
