REMARKS BY HON. BOB OKAE, APAC LC V CHAIRPERSON AT THE SENSITISATION MEETING FOR DISTRICT LEADERS AND LAUNCH OF THE CENSUS 2014 ADVOCACY AND PUBLICITY CAMPAIGN
The Board and Management of UBOS,
The District leadership,
All invited participants,
Ladies and gentlemen,
Thank you for that kind introduction, and my thanks to the organizers of the district leader’s census sensitisation meeting – UBOS for inviting me to speak with you here today.
The issues that you have discussed and advanced today, issues related to the National Population and Housing Census are critical to the development and well-being of millions of Ugandans.
On behalf of the district leadership, I can rightly affirm that we are prepared to participate in the census publicity and therefore call upon everyone present to invest in whatever effort is needed in order to have this exercise better than ever before.
I wish to commend the UBOS management for always partnering with us in all their programs and I believe this is a great milestone laid for a successful census undertaking come August 2014.
I must inform all of us here that actually we at the district need the census results more than UBOS to inform our planning for service delivery to our people. I am also glad to know that the theme for the 2014 census is. “Counting for planning and improved service delivery’’. The theme is a clear manifestation that census data will help all policymakers at the various levels to identify the vacuum created by lack of proper data for planning. The census mirrors our society and portrays a picture of who we are, where we live, what we do and above all it is only in a census where one can get demographic indicators of all citizens in the country at a given time. We need reliable data to be able to appropriately apportion the scarce resources and serve our people better.
My appeal to you all is that the census has given us an opportunity as leaders to offer quality and better service to our people. This is our moment to show case our plans and translate them into services for the people to appreciate our roles better. Let’s all embrace the census and mobilize the people to accurately give information to the enumerators come August 2014. Let’s avoid divisive issues like politics, religion and tribal and position the census as a neutral activity that benefits all people.
On behalf of all of you here present I want to assure UBOS that we shall work together to ensure that the census succeeds in this district. I also appeal to the media not to sensationalize census issues and position it as a key pillar to the country’s development.
